2019 Appointments Brownsburg’s Boards and Commissions

The first meeting for the 2019 session began promptly at 6:00pm.  After the pledge of allegiance, the first order of business was the nomination of Town Council President.  Dennis Dawes nominated Brian Jessen, the motion was seconded by the newest town council member Travis Tschaenn (representing Ward 5), who replaced outgoing member Sean Benham who did not seek reelection.  The nomination received unanimous approval.  Dennis Dawes nominated Chris Worley as Town Council Vice President, the motion was seconded by Ashley Bascu. The nomination received unanimous approval.  

Brian Jessen made the following Presidential Appointments:

Mike Neal – Brownsburg Zoning Appeals Committee 

Brent Scowden – Advisory Plan Commission (incumbent reappointment)
Richard Miller – Advisory Plan Commission (replacing Claire Rutledge-Sakha)

Troy Austin – Redevelopment Commission (incumbent reappointment)
Matthew Browning – Redevelopment Commission (incumbent reappointment)
Matt Simpson – Redevelopment Commission (incumbent reappointment)

The following positions were filled by Council Appointment.

Advisory Plan Commission

Under Indiana law (IC 36-7-4-405), Plan Commissions are responsible for the following:

  1. Preparing a comprehensive plan;
  2. Preparing a zoning ordinance and a subdivision control ordinance;
  3. Making recommendations to the legislative body on proposals to amend the text of the zoning ordinance or subdivision control ordinance;
  4. Making recommendations to the legislative body on proposals to amend the zoning map (rezonings);
  5. Approving or denying proposals to subdivide land, based upon compliance with the subdivision control ordinance;
  6. Approving development plans; and
  7. Assigning street addresses.

The Advisory Plan Commission meets the fourth Monday of every month with the exception of dates in which an observed holiday is scheduled.

Board of Police Commissioners

 
The Board of Police Commissioners for the Town of Brownsburg are defined and established by I.C. 36-8-9-1 and Town Ordinance §32.01. The Board of Police Commission consists of a five member panel, one of which is a Town Council member. The Commission is appointed by the Town Council with off-setting terms and must reside in the Town of Brownsburg.
 
The Police Commission meets the second Tuesday of every month.

Board of Zoning Appeals

Under Indiana law (IC 36-7-4-900), the Board of Zoning Appeals (BZA) is responsible for the following:
  1. Granting of variances
    • Developmental standards variances
    • Variances of use (not available to area plan commissions)
  2. Granting of special exceptions/conditional uses
  3. Appeals from administrative decisions

Brownsburg Park Board

 
The Brownsburg Park Board is committed to serving citizens by providing quality parks, recreation facilities, and programs, thereby ensuring that the Town continues to be a livable place where all citizens can enjoy a wide range of leisure and recreational opportunities.
 
The Park Board consists of six members residing in the Town of Brownsburg. Appointment to the Park Board come from three appointing authorities. The Town Council appoints four members, the Brownsburg Public Library appoints one member, and the Brownsburg Community School Corporation appoints one member. The Brownsburg Park Board was established per I.C. 36-10-3. The Code lists the primary function of the Park Board to be establishing and implementing policies and objectives for effective administration and operation of the park and recreation projects, facilities, programs, and services. The Park Board works together with department staff to improve the quality of life for the citizens of Brownsburg by determining the best possible course of action for the community.
 
The Park Board regularly meets on the third Thursday of the month.

Brownsburg Redevelopment Commission

The Town of Brownsburg Redevelopment Commission promotes a positive town image through well-designed, high quality development; assists with planning and development of businesses in designated areas; secures a comfortable quality of life for residents; and aids in the elimination of inappropriate land use. The Redevelopment Commission is working to ensure the growth of the Town by bridging the gap between where the Town has been and where the Town is going.
 
The Redevelopment Commission is defined and established by Indiana law I.C. 36-7-14-7 and Town Ordinance 31.62. The Redevelopment Commission consists of six board members. The terms of the six board members are all one year terms; three members are appointed by the Town Council President; two are appointed by the Town Council; one member is a non-voting member appointed by the Brownsburg Community School Corporation.
 
The Redevelopment Commission meets the first Tuesday of every month.

Economic Development Commission

The Economic Development Commission for the Town of Brownsburg promotes and supports quality economic development to increase the number of quality jobs within the Town to increase in non-resident share of the tax base as well as support current local businesses.
 
The Economic Development Commission is defined and established by Indiana law I.C. 36-7-12-1 and Town Ordinance 32.36. The Commission consists of three board members and one Town Council liaison member. The terms of the three board members are as follows: one member is appointed by the Town Council President for a three year term; one member is appointed by the Town Council for a two year term; and one member is appointed by the Hendricks County Council for a one year term. The Town Council liaison is selected by agreement of the Town Council.
 
The Economic Development Commission meets the third Wednesday of every month, with the exception of dates in which a holiday is observed.

Impact Fee Review Board

Under Indiana Law (IC 36-7-4-1338) the Impact Fee Review Board is made up of three citizen members appointed by the executive of the unit. A member of the board may not be a member of the Plan Commission. The board hears appeals from developers and builders relative to impact fees assessed to their proposed development for infrastructure identified in the Town of Brownsburg Zone Improvement Plan.

An impact fee review board must consist of the following members (IC 36-7-4-1338b):

(1) One member who is a real estate broker licensed in Indiana.

(2) One member who is an engineer licensed in Indiana.

(3) One member who is a certified public accountant.

Brownsburg Improvement Committee

Members of the Brownsburg Improvement Committee will be appointed during the next regularly scheduled Town Council Meeting. 

The Brownsburg Improvement Committee is organized to promote the social welfare interests of the Town of Brownsburg community through the preservation, protection and redevelopment of Brownsburg’s traditional downtown area. They are also organized to combat community deterioration by rehabilitating traditional business store-fronts in the downtown area.

Redevelopment Authority

The Redevelopment Authority for the Town of Brownsburg is organized for the following purposes: financing, constructing and leasing local public improvements to the Commission and/or owned by the Authority and leasing them to the Commission; to acquire all or a portion of local public improvements owned by the Authority and leasing them to the Commission; to acquire all or a portion of local public improvements from the Commission by purchase or lease and leasing these local public improvements back to the Commission with any additional improvements that may be made to them; to acquire local public improvements from the Commission by purchase or lease to fund or refund indebtedness incurred on account of those local public improvements to enable the Commission to make a savings in debt services obligations or lease rental obligations or to obtain relief from covenants that the Commission considers to be unduly burdensome and to perform the issuance of bonds to finance local public improvements.
 
The Redevelopment Authority is defined and established by Indiana law I.C. 36-7-14.5-8 and Town Ordinance 31.76. The Redevelopment Authority consists of three board members. The terms of the members are all three year terms, appointed by the Town Council President.
 
The Redevelopment Authority only meets as they are called to. All meetings will be noticed in advance.
