North Hendricks County residents express concerns regarding the proposed James Phillips Village project. The project is located just west the interaction of county road 1000N and 267 on the south side of the street.

The proposal is for the rezoning of 178.5 acres of farmland to: 

• 371 single family detached resident units
• 112 multi-family dwelling units
• Community Center
• 220 student seminary school with a 200 person dormitory
• Private K-12 school of up to 780 students
• Green spaces – full size soccer field, tennis court, playgrounds, walking trails.
• Retention ponds and other features

This project is being proposed by the same team who attempted to build a similar design in Clermont Indiana at the former Clermont Golf Course parcel.  That project was denied by the Hendricks County Commissioners in early 2021.

Where exactly is the proposed development located?

The overall project is just west of the intersection of County Road 1000N & Hwy 267, on the south side of the street. The 178.5 acre parcel current use is agriculture. This site is approximately 4 miles north of the I-74 & Green street (Hwy 267) intersection in Brownsburg.


Residents Concerns:

At an informational meeting held July 28th at the Corinth Church (6590 E CR 1000N) residents expressed concerns:

• Detrimental impact on area home values
• Significant departure from area’s established character and use
• Increased traffic and related issues
• Sewer / Sewage Treatment concerns
• Drainage and flooding concerns
• Potential impact on area aquafers
• Various other concerns

The area residents are organized, have retained legal council, and are prepared to communicate their concerns to all parties at every step in the process.   Up to and including the final action by the county where the matter is decided before the Hendricks County Commissioners.

Hendricks County Planning and Building Department Staff Letter, Closing Summary–

• Alignment with the 2006 Hendricks County Comprehensive Plan
• Current conditions and the character and structure and uses in each district
• Most desirable use for which the land can be adapted
• Conservation of property values throughout the jurisdiction
• Responsible growth and development

Hendricks County Area Plan Commission rules for public hearings:

  • During the public hearing portion of the meeting, speakers must give a name and address at the podium and speak for no more than 3 minutes, or up to 10 minutes if representing a group.
  • Comments by remonstrators shall be directed to the Commission and not to the applicant or any other person.
  • Discourteous, disorderly or contemptuous conduct shall be regarded as a breach of courtesy. The President may order that person expelled from the meeting.
  • We ask that comments not be repeated, including reciting previously received written comments. We ask that speakers present only new information.
  • Every person appearing shall abide by the directions of the President of the Plan Commission.
  • Once all testimony is taken, the public portion of the hearing is closed, and no further testimony will be taken.
  • The Petitioner will have the opportunity to respond to remarks made by remonstrators and answer additional questions from the Commission.
  • The Commission may ask questions at any time.
