BROWNSBURG, Ind. — Brownsburg Town Council President Ben Lacey has suspended Councilman Glenn Adams’ access to Town Hall after Adams brought a television news crew into the council chambers to conduct a personal political interview without prior authorization.

The suspension, which took effect Friday Noon, January 9th, follows an incident Thursday morning when Adams escorted a WISH-TV news crew into the chambers to discuss his private political effort known as the “Brownsburg City Initiative,” a campaign advocating for Brownsburg to change its municipal designation from a town to a city.

Photos of the interview, later posted by Adams on social media, prompted concerns from residents who contacted the council president, council members and town executive staff. Those individuals said the use of the chambers created the appearance that the Town Council and/or the Town of Brownsburg was officially supporting or hosting Adams’ personal political initiative.

Signature collection is first, next a referendum must be passed by Brownsburg voters. As a result the Brownsburg Town Council has not voted on the initiative, nor has it issued any formal statement regarding Adams’ personal initiative.

Adams has publicly stated that he intends to run for mayor if the city referendum is approved. Many residents and Town public servants have said because of his likely candidacy, conducting an interview inside a government meeting room raised concerns about the use of public facilities for political purposes. An action which may violate federal and state election laws.

According to town executive staff, Adams did not notify town staff or request permission or  follow customary procedures for scheduling the council chambers.

After consulting with town legal counsel and executive staff, Lacey determined that Adams’ access to Town Hall should be temporarily revoked while the matter is reviewed. Adams was notified of the decision following Thursday’s town council meeting. 

Lacey’s actions are intended to prevent further unauthorized use of government facilities to reduce risks which include potential legal exposure for the town, council members, and Adams himself.


Town public servants emphasized the suspension is not related to Adams advocating for Brownsburg’s potential change to city status, but rather addresses the manner in which town property was used during his personal media event.


Adams has stated that he was unaware of the policies governing use of town facilities.

However Adams previously requested permission from town executive staff to use the same chamber for his 2024 swearing-in ceremony.

In addition, newly elected Adams did not attend two AIM Indiana Newly Elected Officials Training classes in 2024.  Training classes used by municipalities state wide, are held every four years, are paid for by the town and include instruction on the appropriate use of public resources by elected public servants.

Town council members are paid town employees and are subject to the town’s human resources policies. In October 2025, the council unanimously approved an updated employee handbook stating that misuse of public property may result in disciplinary action up to and including termination.

The duration of the suspension has not been publicly specified.

Multiple attempts have been made to reach Glenn Adams for comment, he recently acknowledged our requests. We will publish Mr. Adams comments upon receipt.  Please check back frequently, the article may be updated.

What Glenn Adams Did Wrong
1. Used a government facility for personal political promotion
He conducted a campaign-related interview inside the council chambers, which are public facilities restricted from partisan political use.
2. Failed to get authorization or follow procedures
Adams did not notify staff or request approval to use the chambers, bypassing standard scheduling and access rules.
3. Created the appearance of official endorsement
Filming inside the chambers suggested the Town of Brownsburg or the Town Council supported his initiative, which they have not.
4. Exposed the town to legal risk
Because Adams is likely a mayoral candidate, the use of public property for campaign purposes may violate state and federal election laws.
5. Used his office to advance a personal political agenda

As a sitting councilman, his actions blurred the line between official duties and personal campaigning.

Today is Day 5 of Councilman Glenn Adams being locked out of Town Hall because our shitty town government is irate you’re signing the petition for Brownsburg City Initiative. But the Councilman with the protective order against him and the one who was under State Police investigation are allowed to come and go as they please. Free Glenn Adams!

I’m confused, the article states this “an action which may violate federal and state election laws”. May? No one is sure? And again, did not follow “customary” procedures for scheduling the council chambers. So, this really isn’t a law or even in writing?

Non-resident here, so this doesn’t affect me. Did they do it to eliminate confusion that this is a council or town-led effort versus a resident-led effort? Giving interviews in the council room could have people scratching their heads. Was he asked not to use the facility to promote his effort? Zero inside knowledge, so off the cuff here.

Thank you for the response that you would be a candidate for mayor. That being said it would be appropriate for you to give some background information on your qualifications to be the mayor of Brownsburg. Not discounting your two years on the Town Council, but a full rundown on your professional and personal history would be helpful and how you would transfer that background into the mayors role for a now $83 million dollar yearly budget. What would you do differently than what is being done now ? Thank you in advance. (As of this writing Glenn has yet to answer – Editor)
