Brownsburg Presents Aquatic Center Design
Nov 2nd, 2023 – The Brownsburg Town Council hosted a public input meeting where they presented the updated 18 mil dollar an indoor/outdoor Aquatic Center design to the public. A short presentation was given by Parks Director Amber Lane, followed by public comments. Next break out sessions were held to allow informal discussions, question and answers with members of town council and Brownsburg Parks Staff. Town employee’s captured the questions and answers for future use.
The third and final public input meeting is scheduled for November 14th, 2023.
Background –– The aquatic center to be located at Lincolnwood Park featuring an indoor and outdoor pool. The nearly 24,000 sq. ft. facility may have a multi-purpose pool, a recreational pool, a lazy river, slides, and zero-depth entry. The facility may also house three multi-use rooms and concessions.
The goal is to construct a modern public pool facility where families and people of all ages and physical abilities can gather to enjoy swimming, recreation, and outdoor water activities in a safe and friendly environment.
Why an Aquatic Center? – Public input regarding the indoor/outdoor aquatic center has been collected over the years, most recently through the Brownsburg Parks Strategic Master Planning Process. In 2017, a statistically valid community needs survey found that Brownsburg residents desire an outdoor swimming pool as their second most sought-after amenity.
How will the Aquatic Center be funded? – No tax increase will be needed to fund the Aquatic Center. The debt for the town center was recently retired. Those monies will be directed to pay for the Aquatic Center’s construction. This limits funding to 18 million dollars for the project. Using the facility will require a membership or fee. The town has yet to release estimates for ongoing operational expenses and cost recovery schedules.

Ongoing Operational Expenses
Using the facility will require a membership or fee. Membership is driven by projected aquatic center uses and activities. Expenses result in the delivery of these programs and operation of the facility. These numbers in turn are used to estimate ongoing operational expenses and cost recovery schedules. To date, the town has not publicized an operational budget for the center.

Overages — At the November 2nd meeting, people asked what would happen if the construction bids came in over the 18 million dollar budget. Shawn Pabst assistant town manger answered by saying they would treat this as any other municipal project. The bid package would include a “cut sheet” of items to be removed from the bid to bring the project’s costs within budgetary constraints.
