A boiler plate email is found below in this article.<\/p>\n<p><strong>BROWNSBURG<\/strong> \u2014&nbsp;<br \/>\nDr. Kat Jessup School Superintendent and Shane Hacker Assistant Superintendent for Operations shared the outlook during the first session of a new Community Engagement Series held Feb. 4, describing the financial challenges as significant but not yet unavoidable if legislative solutions can be found.<\/p>\n<p>They both referred to two state laws \u2014 House Bill 1454 (2023) and Senate Enrolled Act 1 (2025) \u2014 which are expected to reduce district revenue by more than $5 million annually, creating a projected $7.9 million shortfall through 2028 and prompting potential early staffing and operational reductions.<\/p>\n<p>HB 1454 eliminated the district\u2019s ability to use the \u201cProtected Taxes Waiver,\u201d which previously allowed Brownsburg to transfer surplus debt-service funds into its operations budget without raising taxes. SEA 1, which includes a homeowner tax credit of up to $300, is projected to further reduce local taxing-unit revenue. For Brownsburg schools alone, officials estimate the measure will cut more than $2 million annually from the operations fund.<\/p>\n<p>Because Brownsburg has a heavily residential tax base, administrators said the district is disproportionately affected by property tax caps compared with neighboring districts.<\/p>\n<p>Officials outlined a phased reduction plan totaling about:<\/p>\n<ul>\n<li><strong>$3 million in 2026<\/strong><\/li>\n<li><strong>$3.8 million in 2027<\/strong><\/li>\n<li><strong>$1.1 million in 2028<\/strong><\/li>\n<\/ul>\n<p><strong>What&#8217;s Been Done So Far?<\/strong><br \/>\nSo far, Jessup said approximately <strong>$1.38 million in cuts<\/strong> have already been identified through staffing and administrative changes, including the planned elimination of an associate superintendent role, reductions in department leadership positions, and the eventual removal of a high school associate principal position.<\/p>\n<p>The district has also declined to replace several custodial, maintenance, and instructional positions following resignations and other measures, resulting in operational adjustments and larger class sizes in some cases.<\/p>\n<p>The school administration has also held productive discussions with executive members of the Town of Brownsburg, and both Brown and Lincoln Township Trustees.<\/p>\n<p>Jessup and Hacker both emphasized that construction projects are <strong>not responsible<\/strong> for the operating shortfall. Capital improvements are funded through long-term bonds paid from debt service, not classroom operating dollars, and officials said careful debt restructuring has allowed the district to expand while lowering the school tax rate for 14 consecutive years.&nbsp;<\/p>\n<p><strong>Looking to avoid a referendum<\/strong><br \/>\nDespite the financial outlook, both stressed they are trying to avoid asking voters for additional funding.<\/p>\n<h4 style=\"text-align: center;\">A referendum is an absolute last resort and something we want to avoid<em>,<\/em>&nbsp;Jessup and Hacker told attendees, noting such measures can be divisive for communities.<\/h4>\n<p>Instead, said they are advocating for legislative changes that would allow the district greater flexibility with existing funds without increasing property taxes.<\/p>\n<p>District representatives have already met with several state lawmakers. What is the yearly budget of Bcsc? 150 million? 175 million? More? Less? The towns budget is 83 million and they only get 19% of the tax collected. Schools get over 50%. This shortfall of 7.9 million over 3 years amounts to what percentage of the schools yearly budget? 2%? Less than 2%? Where is the crisis? What is it that cannot be reduced to meet the shortfall? What can be reduced? Ok they have buckets of money that can only be used on certain expenditures. Is this a plea to get permission to use those dollars? You have been paid $50k a year and responsibly built a home budget around that. Then someone comes by and says, hey prices are going up so what you could get for $50k before will now cost you $60k. You would have to find other ways to make money(referendum), beg for a raise (beg legislature to correct funding) or cut your budget (lay off staff).<\/p>\n<p>Christianne B.<br \/>\nBCSC plans 5-10 or even more years out in terms of what will be needed and what can be afforded and when there will be enough money for certain projects based on projections that have served them well for years. Then, the Indiana state legislature passes a bill one day in March that takes effect July 1st that suddenly and unexpectedly requires massive changes and budget cuts.
