April 24, 2025 – <\/strong><\/p>\n

At A Glance:<\/strong>
\nThe proposed Lincolnwood Park Master Plan contains a Multi-Purpose Indoor Rec Center, Outdoor Aquatics, Outdoor Amphitheater, Walking & Biking Trails and Paved Parking for 340 vehicles and additional items whose present day concurrent construction costs are estimated at 92+ million dollars<\/strong>.  The town council has yet to identify sources to completely fund the construction of the project or it\u2019s day to day operations.<\/p>\n

The Story Continues:<\/strong>
\nThe 2025 proposal takes into account public comments received from two previous attempts (2017-2019 and 2021-2023) by the town to design a similar amenity.  The final 2024 design was met with “underwhelming” support by the community. The current attempt, incorporates a bigger outdoor component and devises a master plan for the entire site.<\/p>\n

2025 Proposed Master Plan – Key Features<\/strong><\/p>\n

\u2022<\/strong> Outdoor Amphitheater<\/strong> – Lawn Seating 4,000 persons, Accessible seating for 500 Persons, 3,200 SF Covered Stage w\/support spaces, multiple public restrooms located top and bottom. Entry Plaza with ticketing, Shaded Seating, and Food Truck Parking.<\/p>\n

\u2022<\/strong> Outdoor Aquatics Center<\/strong> – 6,400 SF Leisure \/ Activity Pool w\/zero-entry edge. Separate (4) Lane 25 yard lap pool. Separate Water Slides and Water play structure. Shaded shelters & Cabanas, Bath House, Concession area.<\/p>\n

\u2022 Multi-Purpose Indoor Recreation Center<\/strong> – 2 levels
\nUpper Level – Main Public Entry, 2 Lane Running Track, Fitness Floor, Outdoor Terrace, (2) Group Exercise Rooms, Administration Spaces.<\/p>\n

Lower Level – 2-Court Gymnasium, Indoor Aquatics (4) 25 yard lap pool, Lifestyle\/Activity Pool, Current Channel.  Indoor Adventure Play, Party room, Locker rooms & Family Changing,  (3) General Program Rooms, Multi-Use room (sub-dividable). Maintenance \/ Support Areas.<\/p>\n

Onetime vs Phased Construction:<\/strong><\/p>\n

If constructed all at once, today’s cost estimates are 92+ million dollars.  Using a 3 phase approach and today’s costs, the project can be broken out as:<\/p>\n

\u2022<\/strong> $20.5 Million – Outdoor Aquatics
\n\u2022<\/strong> $55.0 Million – Multi-Purpose Indoor Recreation Center
\n\u2022<\/strong> $16.5 Million – Outdoor Amphitheater<\/p>\n

No timelines have been established, and all associated costs are likely to increase over time.<\/p>\n

Funding the construction:<\/strong><\/p>\n

No funding sources for the construction of any of the phases were provided during the presentation. <\/p>\n

Ongoing Operation Expenses:<\/strong><\/p>\n

The proposal recognized that facilities of this type perform at an operational deficit.  As the facility concepts are further developed, operating budgets will change. Separate 10 year operational budgets were presented one for Multi-purpose Indoor Recreation Center and another for the Outdoor Aquatics Facility see below.  No funding sources were presented to make up for projected deficits.<\/p>\n

In addition, during the budget discussion Park Director Ambler Lane said these are very<\/em> preliminary numbers, she admitted there were omissions due to unknowns. <\/p>\n

3 Yr Average Operation Budgets (Est.)<\/strong><\/p>\n

– Indoor Rec Center  $ (406,976.33)<\/span>  deficit <\/p>\n

– Outdoor Aquatic’s   $  (29,068.67)<\/span>  deficit<\/p>\n

— COMBINED budget $ (436,035.00)<\/span> deficit<\/p>\n

Below are breakdowns for the first three years of operational expenses.
